Brattle Experts Coauthor Report on Strategies for Advancing DER Aggregations in Wholesale Markets
Brattle experts coauthored a report discussing how state regulators can promote the participation of distributed energy resources (DERs) in wholesale markets, including complementary actions that they can take to support the implementation of Federal Energy Regulatory Commission (FERC) Order 2222. In 2020, FERC issued Order 2222 to allow DERs capable of providing applicable services to compete against traditional utility-scale power resources. The authors summarize wholesale market operators’ Order 2222 compliance and associated compliance challenges, along with potential state regulator roles.
Energy Research Associate Adam Bigelow recently discussed the report at a March 6 webinar hosted by the Lawrence Berkeley National Laboratory. Participants discussed the challenges in incorporating DER aggregations into wholesale electricity markets, characterized the various approaches that are emerging to address those challenges, and identified where state regulators can have a complementary role to accelerate the inclusion of DER aggregations in wholesale markets and ultimately advance grid affordability, efficiency, and reliability.
