Mr. Heller specializes in design and implementation strategies for policy, regulation, and market design related to the energy transition.

While pursuing his graduate degree at MIT, he focused on developing novel methods for measuring energy poverty across the United States and designing statutory and implementation changes to existing federal programs to enhance resource allocation. Prior to MIT, his work at the Colorado State Senate relied on meaningful stakeholder engagement and technical research to produce policy proposals related to decarbonizing the electric grid and moving the Western US towards an organized wholesale market for electricity.

Personal Interests

I am a member of SPARK Boston Council, which advises Mayor Wu on City policies and programs that affect 20- to 35-year-olds across Boston. As a member, I help to create and develop ideas to get young Bostonians more involved with the City.

I am from Littleton, CO and attended the University of Colorado Boulder. As a result, I have a passion for the outdoors and like to spend my time hiking, backpacking, and exploring nature. While I miss the Rocky Mountains, I have been able to find plenty of new and exciting places to explore in New England.
