The Brattle Group examined the market penetration of competitive local exchange carriers (CLECs) into local exchange markets in the U.S. We examined CLEC penetration in each of the Regional Bell Operating Company (RBOC) footprints and developed 5-year forecasts of local exchange market shares under a "business as usual scenario." We examined CLEC market share by each of the four modes of competition – resale, UNE-platform, UNE, and facilities-based competition.
We performed a comprehensive scenario analysis on the competitive structure of the consumer and business markets of an RBOC's local exchange area. We modeled the hi-cap markets on a segmented basis, spanning geographic markets, competitors (facilities- and non- facilities-based), and technologies. Our results were filed before several state regulatory commissions, and included estimates of current market status and future market shares on a segment basis.
The Brattle Group conducted a highly quantitative strategy assessment on the unique features of contracting in emerging markets in several countries. We analyzed our client's experience during the emerging market crisis and demonstrated that local corporate structures were key factors in escalating the crisis. Our work required extensive analysis of risks in project financing driven in part by legal practices and corporate governance in each country.
