Francesca Mazzarella has more than 10 years of experience in economic consulting, advising banks, equity funds, institutions, and companies that operate in the regulated markets and the network industries. She has advised clients in a variety of network industries including electricity, gas, water, airports, railway, tollway, and telecommunications. She has a wide range of experience in regulation, valuations, and due diligence processes in Italy, as well as globally, in locations including South Africa, India and Turkey.
Prior to joining The Brattle Group, she worked as a Senior Consultant for NERA Economic Consulting.
Performed the regulatory due diligence for the acquisition of two airports in France. The project involved analyzing the relevant regulation, assessing the regulatory risks and upsides of the project.
Performed the regulatory due diligence of several gas distribution networks in Italy. The projects involved estimating the regulated revenues and the RAB evolution and assessing the regulatory risks and upsides of the regulation.
Assisted two Italian airports in four litigations at the Milano Tribunal on the assessment of the cost of fuel royalties charged to handlers and airlines.
Assisted the owner of state owned Italian roads on the design of the shadow tolling mechanism to be implemented.
